Issam Younis is the Director of Al-Mezan Center for Human Rights in Gaza. He is the Commissioner General of The Palestinian Independent Commission for Hunan Rights (ICHR). He is the president of the Arab Network of National Human Rights Institutions (ANNHRI). He is also a member of the Palestinian Higher Education Council, and a Policy Advisor for Al-Shabaka: The Palestinian Policy Network.
The UN Human Rights Council adopted a resolution that calls for the urgent creation of an international independent investigation commission to probe Israel’s human rights violations during its attacks in the occupied Palestinian territories since April 13.
The ICC currently has a live investigation into the situation in Palestine. While some insist that the ICC cannot investigate Palestine because it is not a state, this is not a view shared by the court or the majority of its members. It was also made moot when ICC judges gave the green light for an official probe into alleged atrocities committed in Palestine earlier this year.
The international community must also pressure competent Palestinian authorities to uphold Palestine's obligations under IHRL, incl. those arising from the Convention against Torture, and to conduct adequate investigations into the death of political activist Nizar Banat.
