The committee warned that heavy rainfall and strong winds pose serious risks to hundreds of thousands of displaced Palestinians living in tents and temporary shelters lacking adequate protection. According to the committee, approximately 17 million tons of rubble are scattered across the Gaza Strip, while fuel shortages and damaged or non-operational emergency machinery are limiting crews' ability to respond to flooding and the potential collapse of damaged buildings. The committee called for urgent international intervention to provide fuel, equipment and essential supplies to help protect displaced families during the winter season.
