Since 2015, the report alleges, the named individuals have steadily consolidated power, leading to “management decline at UNRWA.” The situation deteriorated markedly from the start of 2018 when the United States cut funding and Krahenbuhl launched the “Dignity is Priceless” global fundraising campaign, which aimed to raise $500 million.
